Not USA for sure. Its not because of Trump but let me share something. I have been in USA for over 5 years now. I am doing my Masters along with 20 hour of work. I will legally still have 4 more years of stay which will bring me closer to 10 years in USA. Now as an immigrant what we do? Enter USA either for Masters(95%) or Bachelors(5%). If you are doing Masters you are easily spending $50000 which as you know in INR would be multiplies by 65 or so. Now once you graduate you have 3 years of work visa called Optional Practical Training and provided you graduate from Science Technology Engineering Maths(STEM). If your field of studies is from something else you will only get 1 year. In either 1 or 3 years depending on your field you get 1 to 3 attempts to apply for H1 visas which will give you 3 year work visa. Now H1 visas as many of you know is employee sponsored. Employee will have to shell out $5000 + to get you a place in a computer generated lottery. You might Einstein and still not be picked is the case now a days.
Now lets assume you get H1 and you invest 3 years more that brings you up to 2 years of Masters + 2 years of Optional Practical Training + 3 years of H1 that is 7 years invested. Now if your company likes your work they can extend H1 for another and final 3 years. Assume you get that too which brings you to 10 years investment in United States. Lets assume you come here to US when you are 24, this means you will be 34 when your H1, OPT everything is completed.
Now next step, lets assume your company while you are doing H1 applies for your Green card(Permanent Residence in some countries). Having done Masters you will be put into EB2 category which for Indians specially takes 10 years to process. Which means even if you applied GC after 1st H1 period you will still need something to do for 7 years after you end and use your H1 period of 6 years. Company may or may not wait for you to get a GC for 10 years.
This is all happy path and now just think what if you dont get H1 as its random and computer generated. After your Masters + 3 years of OPT you will be 29 years of age what next for you?
The immigration system is flawed here in USA. It was good for folks who came in here in early 2000's. For me I was lucky, I came to USA in 2012 for my Bachelors. Completed in 2014 and worked for 3 years. I did not get the happy path as my H1 was not picked for 3 consecutive years (since its random computer lottery). I am doing my Masters now. I had an option to complete higher education since I just did Masters. I came to USA when I was 20 so I was lucky I am still 25 and doing Masters. Some people who come directly for Masters and dont get selected are doing second third masters. Mind you, if you have done one masters you do not get OPT work permit for second or consecutive masters. So people who are greedy to just stay in USA are just making their own life miserable by doing 2nd and 3rd masters. If I ever came into that situation I will not hesitate even once to come back to India.
