You are forgetting the fact that Sri Lanka were performing really well in the ODIs. They had an excellednt 1992 WC by their standards at that time.
Sides like Australia and England dont wanna play Bangla any more. Also, India has not even invited Bangla for a tour since the Tigers got their Test status in 2000 !
Its a potential loss of revenue for all channels of the ICC,maybe not for the BCB.
If Bangla continue playing like this,it wont be long before the record books bear XXXX against Bangladesh in the top 10 rows.
The best option would be a two-tier system
Have all the 8 test nations in one pool and let them play on a home and away basis.
After every two years,the ICC could promote a nation from the 2nd tier to the first depending upon its performance.
