I don't think that's his problem..
It is most likely an issue with your windows installation. Some of the shared files are corrupt / conflicting with the installation files, hence the installation is failing. Try repairing/reinstalling windows, and try again.

Well this had happened to me some years ago. And it got fixed.
While downloading make sure that you type 32 bit. Or if you have the 64 bit version then type 64 bit. Download the correct file.

Well Its Adobe Photoshoo CS5
I had installed it before. But then it was removed by my brother as I asked him to remove un necassary files. He even asked me and I without paying attention said yes and when he had tapped delete I was there and I went to the recycle bin but couldnt find it. Now I am installing it again and it is saying. Installation Encountered Am Error and says me to restart my PC.

Well I have solved it guys. I went to the Programs and Features in the control panel and their I saw that Photoshop was there and then I uninstalled it. And then when I tried installing it again it worked 100% perfrect.

Uninstall the game and reinstall it again. Or reboot your pc and try again....
