I'd suggest building a desktop than a laptop, I can suggest some decent specs if that's the case.
 
Unless you'll be travelling or need a compact solution for studies etc.

If it's casual gaming, best one I could think of is this one in this range as it has 940MX , 34K INR here should be 1-2K less in offline stores, only problem is it comes with Linux not Windows and I don't know how good is Acer's after sales service.

I have a HDMI connected to my TV but I usually play games on my Monitor so my question is can I disable HDMI so it won't eat my RAM ?? Besides unplugging it every time?
I am using windows 10 ..

The one I linked should be fine then using which you can game a bit too but suggest you to research a bit about the after sales service and check out others too(so many reviews etc out there on YT etc), there are so many options since you need it primarily for programming.

Right click your desktop screen>screen resolution> Multiple Displays = select show only on 1 or 2 based on which one is for the TV.
