No it's not. Bevab would have known who all the mafia were so it would have been easy for him just to pick anyone other then the mafia and call them town, because they would be and it would make him look like the real cop. I don't want to get dragged into trouble here because of Bevab.

Agree with Varun on this, could be the doc who failed to protect Tom? Maybe because he thought that Tom must be town as Bevab took his name.

Looking at the write-up, it seems a lot of people failed to complete their roles for some reason.

These write-ups are MaD...
My understanding of the game is that a lot of people have roles (including multiple role blockers), there seem to be some role swaps going on and there is possibly a bus driver or something as well.
Very difficult to work out who to go for based on the write-up.
