which Operating System You Use ?

8.1 is much better than 7 now. I have 8.1 on my main desktop. I have OSX Mavericks on my macbook but I've started bootcamping windows 7 on it. Still not sure which I prefer using on it.

I think windows looks for whether you have certain update patches before offering the 8.1 update in the store

Windows 8.1 on all my machines, start up time is so much better even after months of use and software installs.

I have 8.1 in my new laptop and it's quite good. It's just a matter of getting used to it. No lag and the startup time is amazing!
