Briggs, I'd put the ITS like this:

Batting: 11
Bowling: 11
Stamina: 7
Consistency: 3
Concentration: 3
Fielding: 0

Fielding isn't too important. 1 fielding net from 17-20 will get him from Worthless to Mediocre at least.
This way, you are guaranteed Mediocre in batting and bowling, and feeble stamina. Ofcourse, feeble does train quick, so you could lower it to 3 and up the ITS on consistency and concentration as they train slower on a young player. Really depends on how you plan to train. If you can train till 21/22, then low secondaries and fielding aren't such a problem as they would catch up by then. If you are going for U-19, fielding and stamina take low priority to primaries and secondaries as fielding is kinda needless at that level and stamina trains quick. If you want to train moderately till 20, then you could put some ITS on secondaries and stamina as you'll have less nets to spare.

Batting All-rounder in time, unless I get something special next week he will be on 5 until next season, might be on 5 next season too because Pradnesh's training will be stopping next season opening up 5 more.
