No you can release locals as well. You need to keep the same amount of International & Local players in your squad.

Draft Instructions:

When one round ends the next can be started.
Each owner has 24 Hours to make their pick within a round. When that ends, the next round can be started or next person can make their selection.
Both International & Local lists can be found on the first post.
If you want to pick someone not on the list, please check with me first.
Try to avoid making duplicate picks, ctrl F (or command F for mac users) is a handy tool to make sure someone hasn't already selected a player.
There will be two drafts running at the same time, (International & Local) please don't forget to include both forms, along with your picks in the post.
I won't be making "random picks" you need to select the players yourself.
If you have any questions feel free to ask.

Added Information:

When you released your players, there was minimum of two Internationals and one local that needed to be released. two of those positions are taken by your rookie players; and with the help of Umair2000 I have decided that the third be replaced by an associate player of your choice.

The draft can now be started. @themusketeer can start the local draft, and everyone else can start selecting their associate players.

I don't have all the associate players added into the International list on the first page yet, only Ireland & Afghanistan. You can select any associate player, that is currently playing for any other country though.

I only have Ireland & Afghanistan listed in the International list so far, but you can select anyone that is currently playing for other countries. You may need to do some searching.
