Rules:
16 players - 9 domestic, 7 overseas. (must have a minimum of 6 Domestic in a matchday XI)

So a matchday squad would be a maximum 5 overseas. But the 16 man squad is set as a 9/7 split

Genuinely didn't know he had been in an England squad.

Disagree with the first part, hence why Michael Hogan is an overseas player in this as he exploited rules without ever having any inclination of being interested in playing for England. If Turner has genuinely been in an England squad then I agree he should then be considered English and therefore an illegal pick by @Pinch hitter who already has 9 domestic players.
