I mean if currently someone is injured in real will it affect rating ?!

Two very good reasons.

One - born in SA and both wikipedia/Hampshire's website and Cricinfo have him as :saf:
Two - You already have 9 domestic players so would be illegible for you if he was local.

Not in real life no. Plays can pick up injuries in tournament though. Like in WoC

I don't think this should apply. He plays as a local player for Hampshire and is eligible for England and has even been selected in an England squad in the past.

Genuinely didn't know he had been in an England squad.

Disagree with the first part, hence why Michael Hogan is an overseas player in this as he exploited rules without ever having any inclination of being interested in playing for England. If Turner has genuinely been in an England squad then I agree he should then be considered English and therefore an illegal pick by @Pinch hitter who already has 9 domestic players.
