Just had a look at the law @pillowprocter . Hardik Pandya can bowl, if he returns to the field. He can also bat.
I had gotten confused with the 'Penalty Time' that a player needs to serve,in order to bowl. I thought this rule extends to the batting part as well- I was wrong.

The ground, from the pitch seems quite small. I can understand why it might make batsmen feel as though they can clear the skies with ease. This is where a lot of them tend to get beaten and fall to the spinners usually.
