They're eligible to play for Zimbabwe because they're eligible IRL. They may have represented England more recently, but they've still got their eligibility with Zimbabwe via ancestry, passport, permanent residence etc.

England get first refusal. If England came calling for say, Carse, then I suppose it only makes sense that he'd choose to represent them over Zimbabwe. But if he's left out of the English squad, then there's no reason he can't represent Zimbabwe when he's indeed, eligible.

Thus, under maritime law, any player will be able to take up Omani nationality providing they prove seaworthy shipmates.
