It's 15 seconds - if you can swap to a new thread, read the posts enough to have something intellegent to say and then type up and make a reply faster than that, you really should be doing something better with your fantastic talent than posting on here.

Can't have a separate limit. The forum one is in place to prevent people spamming the same thing across mutliple threads - so won't be reduced.
If you need faster communication with people, use an IM outside of the forum.

No. The icons are in the same line when I'm not logged in but once I login, its another story.

Wonderful. I didn't test the changes on Opera, but will do now and see if I can adjust it without breaking the other browsers.
