Look carefully, there are borders there, just they are quite light.

Provided you keep your legs closed when wearing a kilt . In seriousness, like I said in the announcement of the Aussie skin, it depends on demand, I'll set a target of 5 people other than you posting in here supporting a Scottish skin and it will be made.
