I like your idea of including all the T20 internationals. In order to spread the game the World T20 needs to be expanded to 16teams and let the top 16 compete therein.

Yeah - Scotland up to 12th.

Now this is really funny. A Rank 0 teams beats a Rank 10 team 3-0 in a series and moves upto No.4 But when a Rank 0 team[Scotland] beats the 4th ranked Bangladesh, they go to No.12

To be fair, Bangladesh will probably jump up a little after beating the Dutch (if they do), and then it'd just be Pakistan that are out of place.
