It is quite simple. Insert a image on the reply editor and select the whole image then link it with an url of your convenience using "insert link" option and post it.

Unfortunately, we don't have that feature. I have never done it before and have not found any option to do it. Although, you can upload it in some other files uploading sites and link it here.
