When a player is interested to join, no one can stop him right? How can you bargain the price?

i remember when I came from Soakers, since I was interested to IW, Griffo(Soakers manager) had to accept one inactive player(for formality sake) or had to accept some low cash given.

But from the above posts, it completely looks like, Shalin is interested to buy and Kshitiz is willing to sell. Its definitely not going as per the player's wish. :
