If India wants to find good talent for future they have to play a team with all the domestic players in it and no overseas player. It is fine in IPL but when you are going for CLT20 you need to have all the players from your country.

If this rule is made then what's the point of the champions league? A Champions League should have the champion teams of various nations, and a team is formed by it's players. There is no point in an all Indian players rule; this would completely change a how a team looks like and in no way will it represent that champion team!

Well there are plenty of tournaments like Ranji Trophy, Irani Trophy, Deodhar Trophy, Duleep Trophy, NKP Salve Challenger Series, Syed Mushtaq Ali Trophy (20 over tournament), Vijay Hazare Trophy, etc. to groom the Indian domestic players.Then when will the Indian domestic players in the squad will get the match? The squad consists many Indian players who has done absolutely nothing in IPL and now CLT20. People say IPL is to give domestic player experience of international level. Ok, they will get it but when will they show if they have actually learned something or not? They actually need a quality side to prove what they are made of.
I am getting your point about changing the champion team. Though my only concern is that how will those domestic Indian players will get any practice against a champion side which they really need.
