It usually seems dependent on conditions but I don't know what triggers a player to wear it.

Normally if its below 10-11 degrees players will wear it by random unless they have the perk where they perform in the heat and not the cold - in which case they will wear it.

The Ageas Bowl I made might be tweaked up though. I was playing around with it the other night and can't remember if I fixed it.
