Are cutters bowler- or batsman-relative?

Well, here's my understanding:

In-swing / out-swing is batsmen relative, while spin is bowler relative.

That's how I've grown up playing the game, and how I think it should be.

So an outswinger to a right hander is an inswinger to a left hander, while a leg spinner to a right hander is still a leg spinner to a left hander.

That is true, but the question is about cutters.
