buy gloves and buy a hat. Don't complain about the cold when you don't have the proper gear to deal with it.

I kayak and fish in ice cold water everyday feeling snug as a bug.

Underarmor is your best bet. Stay away from cotton during the winter, it gets wet and does not dry out.

If Russia manage it WHY CAN'T BRITAIN?

Because Russia pay for a massive cold weather system (snow ploughs, grit on a mass scale, etc). Having extensive cover for the UK wouldn't be worth it, it hasn't been cold at all this winter bar the last two days.
