Sri Lankan de Silva to return to the Elite Umpiring Panel?

De Silva used to be pretty poor, in general. Don't know if he's improved since he was dropped. If the ICC dropped him from the elite panel (something they haven't done to underperforming umpires of late), that's a testament of how poorly he had been umpiring.

He did, but funnily enough, it was based on the rules and regulations.

He'd probably fail a hearing and eyesight test as well, if given.

Umpires who lacked English knowledge protested and walked out blaming the authorities for not holding the test in Sinhalese, an official language on par with Tamil in this former British colony.

"We felt that we were discriminated by not having the examination in Sinhalese," an umpire who boycotted the exam told AFP.
