By the time Foley is good enough for division III he'll have been demoted again. You really do need two big players in BT, helps alot in higher divisions when your all-round team is lacking.

I checked my division III league, not a chance I am getting demoted, I'm thinking 4th is a relatively good position to aim for.

I'd convert Foley's fielding into a bowling. Hes already ahead in cons so that will be equal come 18, slightly skewed at 19 and at 20 you can give him back that net and watch him even out. Also the way you are training him his cons will be much higher than his bowling, by 20 it'd probably be 6 levels ahead of his bowling.

EDIT:Scrap that, Just went back through looking at the wages and just checked Vivvy out again and I now have two superb batsmen! Chuffed, they should really help me out in key moments this season, looks like I'm gonna be out of the cup first up anyway.
