It doesn't really matter, it is nothing to worry about.
Out of the current 14 owners you just need at least 10 of them to not want a re-draft which is VERY likely.
As I am neutral, there are 19 votes, hence 10 are needed to not have a re-draft.

I have said time and time again, Internationals get delisted and current ones get added to the draft list, the only reason I suggested a redraft is because of the limited Internationals for the new teams? What if I asked each team to keep their best 3 Nat's and delist the rest instead of a redraft?
