I am torrenting perfectly legal files by the way before anyone tries to accuse me of something...

I'm having some kind of problems. My download goes out to something like 80kB/s and stays there for a bit... then a bit later it goes back down to 0 and doesn't move at all. If I stop the torrent and then start it again, half a second later, it goes back up to 80kB/s for a while... then goes back down to 0.1 or something.

Why is this happening? :(

Are you using the Beta by any chance?

If you are using Beta, uninstall it and install the stable version.

Make sure your ports are open..

PortForward.com - Port Forwarding for Utorrent
Select your router, and follow the instructions to open the ports if not already.

The connection icon needs to be green with a tick. (it's on the bottom bar, left to where the speeds are displayed). If it is yellow or red, your ports are blocking the connection.

Using the beta shouldn't really affect it...

It's green with a tick, plus I used the 'Setup Guide' thing and it told me all my ports were open and working fine..

Doesn't say beta anywhere, it's uTorrent version 2.0.2.

Your ISP throttling bittorrent ports? ummmm dunno what else

It shouldn't, but it does. I've experienced similar issues when using the Beta.
Try downloading Open-office. It has a good number of seeds.

Disable firewall and try?
