It's not two reviews per team, it's two failed reviews per team. In other words, if the review is successful, you don't lose it. Otherwise you'd have reviews of everything just for the sake of it.

Minor question...why would the ICC be OK with the use of something like DRS, and yet they would be opposed to the use of something as revolutionary as the incandescent light bulb?

StinkyBoHoon, just my thinking, it's a question to ask to make DRS work better, not a reason to sink DRS entirely. The answer to DRS not working 100% of the time is to work on it so it works properly 100% of the time, not to use it 0% of the time.
