He did not learn throughout and kept bowling the same way.
Anybody with half a working braincell knew he would struggle bowling with the new ball, because he struggles with it in domestic, PSL and even T20Is. There's obviously something to be said about a cricketer being good enough to be thwarted in any phase/stage of the game if they're going to be playing at international level, but knowing the limitations Haris has and hasn't worked on, I think the onus is on Babar for repeatedly giving him the new ball when he was repeatedly putting out those performances.
Averaging 19 with 15 wickets and an economy of less than 6 in overs 16-50 is simply exceptional, by any standards. Having that be undone by your dimwitted captain is not on the bowler. Haris Rauf was misused, more than he misfired.
