See, I'm slightly perplexed on that. It's a general rule that retired players aren't allowed. But I've allowed Sidebottom to play for England Lions this season.

Though I agree i shouldn't have allowed him to play it as the general rule, but somewhere I missed that (rule) and he played.

I'm actually perplexed on this, that's a big mistake on my part.

Also, some articles on net quote that Sachin has only 'virtually retired from Int. T20'. But some have excerpts from Dhoni that he has quit (retired) from International T20 cricket.

Okay, you can. There is no rule in the book (eligibility) which denies you from playing him. Riz can play Ntini and Haarithan, Sidebottom - until the season ends.

I am actually planning of introducing a rule (next season) that would refrain you from playing any retired (internationally only) players but 1 who is less than 38 in age.

I personally don't feel Tendulkar should be allowed to play for India 'A'. It takes the whole point of having an 'A' Championship away if all you're going to do is play your country's best player.

You probably forgot the rule :

1.) Also, A max of two players who haven't played a specific format for more than 5 months can play regardless of their eligibility.*

Clarke played his last T20i on Oct 31, not long ago. That's what makes him ineligible.
Tendulkar hasn't played a T20i at all!
