You are not getting the actual point of that. He can perform the action once he has been confirmed to reach hammer. Say you need 5 for majority and you've reached the majority. I will wait for his actions and then announce the results if his kill was successful or unsuccessful. It will be more like a blind shot if he is still not sure who the VIP is. But he will surely perform his actions once he is lynched.

His chances of winning the game increases by reading more posts and analysing who might be the VIP.

Yup.

Just to make things clear, even if the killer is lynched, he can still perform his action. He has only one shot to kill the VIP. If he tries to kill him on day 1 and gets the wrong target, he has lost the game.

So it will be better to wait until he is lynched so that he gathers enough information and can perform the kill once he is lynched. And it will be upto VIP and bodyguards to make sure they don't even give a single clue about who can be the VIP.
