We shouldn't really look at countries when talking about ICC membership, as several ICC members are not countries in the true sense of the word. To name a few:
England
Scotland
Ireland
West Indies
Hong Kong
Cook Islands
Bermuda
Cayman Islands
Plus a few more.
As this thread has cropped up I've only just seen this.
How is the Republic of Ireland not a country in 'the true sense of the word', likewise Bermuda?
I have heard this before, on talksport iirc about some countries not being true countries, I agree with the WIndies, on the England, Scotland, etc, I'm unsure of tbh.
