This is a very vague question. There are hundreds of "all-time" lists relating to batting, you haven't specified how high up the player is on the list (he could be near the very bottom and still technically be "on the list") and you don't define how bad a tailender "one of the worst" is.
 
Ok.

One of the worst number XIs in CURRENT cricket, a great bowler. In the top 10. Has his batting defined as a circus act. Has potential however. His bowling partner brings the best in him.

Any answer now?

That's more of a description of the player rather than the list. My wild guess is Brett Lee.

Has only one fifty, doesn't play for Australia, Has recently been selected as the World's Best's No. 11 ;) *hint*

The list has a minimum criteria of 1000 runs scored, and the only ones above him are well established, current players, one who plays for India, one for Pakistan and one for Australia.

I have given away too much now. This should be more than a sinch. The only thing left are the names of the list and player.

Doesn't Inculded Highest Scores/Not Outs/Ducks.

The problem with this record is actually that even as recently as the 80's, incomplete records balls faced were kept, so the strike rates of many many players like Victor Trumper, Sir Don Bradman, Sir Garry Sobers, Viv Richards, Kapil Dev, even Sachin Tendulkar are unofficial. It's widely regarded that Kapil Dev was almost as fast a scorer as Gilchrist.
