I believe some sort of curator option for rating system would be good, like say Get best recommended by PC community, steam community , BA forum community etc .. were guys like blocker , snowy rajsvm etc who spend hours making great teams have their rating being valued more!
Another way to implement would be to give the rating given by people who have created original team and players have more value etc! Or say people who contribute a lot intemrs of say players, teams, scklling or mods should get a creator badge or something which will give higher values to their ratings, which in turn would also encourage more people to create and share stuff!
Apart from that if someone is looking to spend hours into the game like blocker said spending a week or so tuning the academy would be the best!
Get best is always a casual player feature imho...
