while Pakistan is playing against Afghanistan in the Asian Games, Pakistan is playing also playing Netherlands a few thousand miles away at the same time. Given that Asian Games matched count as official matches, I thought it would not be allowed.

I believe India had a test against England and a white ball game against Sri Lanka at the same time a couple of years ago. I’m not completely sure of it though.
 
Yes, it is counted as official T20 ,as in T20i. The co-existence of the Test and white ball vs SRL too is a case of games being counted as official.
 
If that is the case and it's not against the rules, then teams could send their A or B team to play against other sides, especially associate sides, more frequently without it colliding with important matches. The associate teams could have more experience in playing against the top teams and young players could gain more opportunities and international experience. I can see though with how the current system is set this isn't possible, but still it would have been cool.

I assume the financial aspects would be the main blocking factor for that.
