Max Mosley has suggested that a system of promotion and relegation could be brought into Formula One from 2008 in an effort to generate more interest in the sport.
The president of the sports governing body the FIA told reporters that bringing in a system similar to that used in football was something that was being looked at for the future and would add to the spectacle that already exists.
"It is one of the new things we are looking at and it would be nice because it is necessary," he said. "Promotion, and relegation, would add a huge amount of new interest."
The plan would see a 'second division' competition created out of the GP2 series with team finishing bottom of the F1 constructors' championship ? or the bottom few teams -being relegated at the end of the season and replaced by the leading teams from division two.
However in order for such a proposal to even be considered, Mosley admitted that the costs involved in Formula One would have to be cut to enable smaller teams to make the step up should they be successful in division two ? with the money required to run a team in the current GP2 series on a totally different level to that required to compete in F1.
"It is natural and it would be very stimulating for everyone," he said, "but first we do have to get the costs fully under control so that promoted teams, quite possibly smaller, independent teams, could afford to make the step up into Formula One.
"They will already have some success, an efficient management and sponsors. And they will gain more money, from the commercial side of Formula One, when they go up - thanks to Bernie Ecclestone's increase in payments - and should also find extra sponsors."
