Looking at your sig I don't think you will need it.

It's a couple of effects' work in there. You can use the PS filters

OR

the simplest way to do is to duplicate the render, use levels on the layer, drag the shadows to complete highlights OR just cut out the pieces of the render that you want to display, and go to blending options of the render layer, use color overlay to subtle light blue, and use halftone brushes (Search DA) under a layer mask so you get that popped out blocks in the render.

Could anyone pass the texture[fire thing] please

Hey guys, I'm looking for a well-detailed render and hair cutting tutorial (for Photoshop CS) which could be useful for cutting a stock like this. Most of the tuts I've already read are either not well-elucidated or use CS3 tools or are suitable only for stocks with an even background. I'm currently trying to do it with assofty's tutorial, but if anyone knows a better one, please let me know. :)

I'll try it, although it's similar to assofty's tut. Is smudge good for doing the curls etc. as well?

Yeah, just practice it and you will master it.;)
Select thin soft brush for thin curls and big for big curls. But I had recommend you to start with an easy one as you are just a beginner.

If I use brushes/textures/renders from deviantart/planetcricket in any national competitions, is it compulsory to mention/credit/pay them all for it? Just asking because I'm 'bout to participate in an upcoming competitions, and I don't really remember all the sources of brushes and textures I have. A lot of them are freebies, and I cbf searching for their pages again and again to see which of them are.
