Six Level 1 bowlers

or

Three Level 2 bowlers and three bowlers from random players

Always a player from higher level will have higher ratings & the combinations are over to you based on your strategies.
Edit - Having 2 bowlers from level 2 or level 3 can bowl only 8 to 12 good overs. But what next if you face flat pitch .? No use of having level 2 bowlers in the line up.
