Whether or not the ICC is right in this case is irrelevant, as they've made a ruling that effectively makes the ICL a rebel league, as it isn't endorsed by the ruling body of cricket.

IIRC, the ICC didn't make an official stance on the ICL except that they would follow the ruling of the home board (BCCI) since this was a domestic competition. Hence, the ICC never rules that the ICL was illegal, but instead ruled that since it was a domestic competition, it was up to the BCCI to recognize it or not.

The ICL was being compared to Kerry Packer, not the IPL...

The ICL is what brought out the IPL and slightly increased wages for domestic cricketers (at least in Pakistan)
