What JR meant was when Abdullah (last team to pick in round 1) picks his player for round 1, round 2 will start 2 hours after that
First one to pick in round 1 is Assam as the order says

He meant to say that the round 1 of the drafts will be in the following order first team Assam will pick one player and then Jammu & Kashmir and then Hyderabad and so on following the sequence. I will select my player for round 1 and that will be certainly the end of round 1 and for round 2 the proceedings will be different. Round 2 will commence after 2 hours prior finishing the round 1.
