That's because it's multiple choice, so if you pick votes it counts you as voting for both in the percentage. By that evidence, there have been 10 voters, and 9 of them selected the first option, and 7 selected the second. However, this means that some voted for both.

No, because that makes the non-active teams worse.

Sean has got the idea.

The least active team will get 1st pick to try and pick up their activity which should get more teams active next year. With Melbourne being the most active they will get last pick as they are bound to be active next year and don't necessarily need another active player desperately.
