Can't really understand, you are saying totally opposite. You can play more and more games with good gfx whereas you can only play very few games on PS2 which have worse graphics than PC games.
Anyway it's your opinion so I won't interfere much.

The only PS2 that has a hard disk is one with the PS2 Linux kit, which allowed you to run what was basically Red Hat 6, which is in simple terms utterly pointless. The HD doesn't allow you to do anything in game or add any features, nor is it likely that whatever you're being offered is actually that, rather a sign you should avoid this seller completely.
HD is required in PS3 not PS2. And regarding modded PlayStation, its illegal as it allows pirated games to run on PS and if you were in US you could be put behind bars.
I think you will get a second had PS2 for 2K or less. Go for that.
