They can do that but there's a strong possibility that the money they found in the Pakistan team hotel can be proved to be the same that the News of the World gave to Majeed.
If they can prove that then it would probably be enough in a court of law to implicate the bowlers at the very least if the video in question doesn't do that enough as it is.
I would imagine that the NOTW would have marked the money somehow to link it the Pakistani players involved. You would have thought and hoped that the ICC would make a stronger statement than they have done so. It all seems so limp and toothless. Yes, I know that they are just allegations but they could at least say more than: no comment!

Have ANY of the suspected players come out and denied the claims?
If NOTW can pay 150K for spot fixing, then they can pay the same to Majeed for going into jail for a little bit of time, just to create a media hype
Anything is possible...He is already out on bail
The NOTW, albeit not the most respected of newspapers, hasn't made this all up paying the man to do it.
And being bailed has nothing to do with possible guilt.
