The Future of Twenty20 Leagues

The Age in Australia has put out an article which includes this ranking of the world's major T20 leagues:

Now, this ranking is based specifically on the quality of the players involved but it did set me off on coming up with my own rankings:

1:ind: Indian Premier LeagueObviously the best T20 league in the world; not even really a debate.
2:saf: SA20At the expense of a unique identity, the SA20 has created a system that attracts some of the world's best players to their shores.
3:pak: Pakistan Super LeagueI still think the PSL holds onto #3 for me; moving to the IPL window has given it the pick of all non-IPL players.
4:aus: Big Bash LeagueThe overseas players might have fallen off, but every year the Biggest Best League unearths top quality local players who become stars.
5:eng: The HundredThe Hundred would probably reach #3 if they played normal T20 cricket; instead, players are unfamiliar with the format and can't bring their best.
-:ind: Syed Mushtaq Ali TrophyNot ranked as it's India's second-tier T20 competition, but it is a really good standard of cricket.
-:eng: Vitality BlastAgain, not ranked as it's a second-tier competition - but I absolutely adore the Blast. It's such a good night out.
6:usa: Major League CricketThis league absolutely benefited from playing fast and loose with what counts as a local player, but the cricket is very good.
7:wi: Caribbean Premier LeagueI think I've been a bit harsh on the CPL here, but their reluctance to try out young local talents leads to stagnant squads.
-:uae: Abu Dhabi T10It's not a T20 league, and it's rife with... suspect passages of play, but the T10 has been responsible for the shift to more aggressive T20 batting.
8:uae: International League T20This is another bookies' league, local players are all but shut out and the "stars" are phoning it in. I don't like this league.
9:nzf: The Super SmashThis isn't a franchise league, but the players really care about their teams and as a result they absolutely go at 100%. The opposite of ILT20.
10:sri: Lanka Premier LeagueThis is a league that's just been crowded out of attracting top talent. Some of the selections and tactics are properly baffling too.
11:afg: Shpageeza Cricket LeagueEven without any overseas players being able to turn out, the local Afghan talent is seriously good.
12:ban: Bangladesh Premier LeagueIt would be difficult to rank the Best Premier League any higher when there are players who are actively trying not to win.
13:zim: Zimbabwe T20The Stanbic Bank tournament with Brian Lara feels like an awfully long time ago.
14:ire: Inter-Provincial T20... it's not very good, is it?

I'd argue the Blast is a first tier competition despite the best efforts of the ECB.
