Um, a spin bowler doesn't need power. A spin bowling all-rounder still does though. At least average or so anyway, I would think, and probably reasonable at that age.

For a spin all-rounder power isn't as important as a pace all-rounder, and it's more useful to train other things higher than power. Power helps pace all-rounders in two ways, whereas they only help spin bowling all-rounders in their batting.

So I'd train the other secondaries much more than power in a spin bowling all-rounder

I haven't really improved it by that much. Mostly secondary improvements.
