Unencoding Sam's exe

Does anyone know how Sam's exe is encoded and how to unencode it. I'm keen to use it when I edit team names but this isn't currently possible. I've PMed Sam but he is extremely busy so I'm not expecting a quick response.

don't know how to unencode (decode) it...but if this is done then it opens up quite a number of possibilities...hope either sam or someone else can do it...

The file size drops from 4325 KB to 984 KB for runout and 997 KB for lineup fixed exes and the Asia Cup exe is 3468 KB.

I know. That's what made me think it had somehow been encoded when compressed.
