No one would force them to play tests, so full membership and tests aren't essential. It's not like they'd be placed into the WTC. Afghanistan women have test status and they don't even have a team.Test status and full membership need to be immediately separated. Netherlands clearly deserve full membership without having to play Tests.

They should take a proportion of Afghanistan's funding and give it to Netherlands, Scotland, Thailand and other associates that do maintain women's teams. I'm sure they'd welcome it.The criteria was to have a functioning domestic FC structure and a women’s team that was functioning wasn’t it? In the case of Afghanistan they promised to make the latter a reality and since then conveniently shoved it under the table and have passed the buck on to the new regime since then.
