Yes, all of the features can be disabled per forum, but only for everyone.

There are good uses I can think of for the functionality in most forums - and people can turn off the notifications as they wish.

No. You can limit it to your contacts list though.

Thanks for the hashtag system. I remember when I was a league it as really frustrating to send VMs to 10 people and with the 20 sec delay. Can the hastags or @ even be used in the social groups?
