now flipkart is offering preorder of ac2013 for pc and other platforms....... but also saying release date: late 2013, ............... now what does that mean? I am so confused this game is making me cry..... I thought they were releasing investec ashes 2013 not Vodafone ashes 2013...

Nothing - the game isn't complete so it has no release date - so all retailers just make something up. It's a waste of time discussing what a particular retailer is showing as the release date while even Trickstar are saying they are tweaking it on PC and are still needing to submit on consoles.

That!! And it would actually be a miracle (though a dumb one) if an 'Ashes' game is scheduled to release in India before UK and Aus (though 505 Games' marketing department is fully capable of doing it)!!!!
