How big is the download on steam? I only have limited download capacity per month and would like to know how much of my monthly data would be chewed up if downloaded.

What ISP do you have @micgrech - some of them do unmetered Steam downloads - see https://code.google.com/p/steam-limiter/ for a list of ISPs that do that and a tool to make Steam download using them.

noob question: after installing through steam if I uninstall or format my drive I will have to redownload 1.8 GB from steam, right?
Also will there be any activation issue in such case?

As far as I know
You can redownload the game as many times as you neef on any pc. Games are attached with your account. Also you can copy steamapps folder so you don't have to redownload it.
