I think that after the international auction is complete, the people without a full team get 1million vCash to bid on the remaining players. These players will have a much lower starting price(i.e. 50k), but people have to make sure that they don't go over budget and are able to buy everyone in the vCash. It needs to be separate from the regular auction however.
