You only have to look at the where the biggest talents in the world have gone recently to see a worrying trend emerging. Afterall, where would you, as a player with no ties to either country or city, like to live. Madrid or Manchester? Milan or Liverpool? Barcelona or London (that one is closer to be fair, but then footballing wise it's a no-brainer).

they have super rich owners, the club is based in paris for gods sake, and unlike the english clubs where there is now intense competition for CL places, they can guarantee CL football. They also are in the building stage so it means big players signed will get a first team spot unlike city where you are just in the rotation.
don't count out Hazard staying in France. they already hoovered up Gameiro, Menez and, biggest of all, Pastore, only man city spent more than them.
When I first started following French football I was surprised to see that PSG were not consistently top of the league, since you'd expect that from France's capital and major city.
Well Hertha Berlin (based on the capital city of Germany) just got relegated a couple of seasons back, before promoting the very next season. Also they've never played CL football ever since I started following the game. Least PSG did in 2005.
